Edinboro University has released the final list of programs to be placed into moratorium. This followed an extensive program review at the university, and the list began at around 85 potential program cuts.
For students, and according to Provost Dr. Michael Hannan, “What that (moratorium) basically says is that you can't put any new students into a program, but any student who is already in that program, they would continue until they’re done or they change their major.”
The university’s offerings through the education department will take the biggest hit. Secondary Education: Physics (1 enrolled), Special Education: Autism (9 enrolled), Special Education 7-12 (7 enrolled) will all be placed into moratorium because of low enrollment. It’s noted that with special education, the Master of Education will continue, along with “the track in Behavior Management.”
Three of Edinboro’s fast-track teaching certifications will also be placed into moratorium: Music (0 enrolled), Physics (1 enrolled) and Special Education (2 enrolled).
Two of the Master of Education in Teacher Leadership programs will also be discontinued: Social Studies (0 enrolled) and Online Instruction (0 enrolled). According to the university, “The broader Teacher Leadership degree program will continue.”
Here is the full list of programs to be discontinued, with included fall 2020 headcount. PASSHE uses “program” as a catch-all term; this could mean a full degree, a concentration, or a track.

It has been repeatedly stressed that Edinboro’s name will remain for this campus. In regard to the consolidated college, no new name has been agreed on, and it’s currently being referred to as the “Integrated University” and the “Western Integration project.” |
This decision is based on recommendations from public health experts “regarding large-scale gatherings.” This is the third consecutive Edinboro graduation to be virtual. |
